Hi-Fi Rush released on PS5 earlier this year to the same kind of critical acclaim it had already received on Xbox Series X|S and PC – then Microsoft decided to unceremoniously shut the studio down. Xbox boss Phil Spencer, who has been curiously quiet in the aftermath of the closure, piped up during an IGN interview overnight, explaining that he has to run a “sustainable” business.
“I haven’t been talking publicly about [the closures] because right now is a time for us to focus on the team and the individuals,” he said. “It’s obviously a decision that’s very hard on them, and I want to make sure through severance and other things that we’re doing the right thing for the individuals on the team. It’s not about my PR, it’s not about Xbox PR, it’s about those teams.”
He continued: “I’ve said over and over, I have to run a sustainable business inside the company, and grow. And that means sometimes I have to make hard decisions that, frankly, are not decisions I love, but decisions that somebody needs to go make. We will continue to go forward, we will continue to invest in what we’re trying to do in Xbox, and build the best business that we can, which ensures we can continue to do shows like the one we just did.”
The problem with Spencer’s comments is that they can quite easily be picked apart. For example, it acquired Tango Gameworks – along with Arkane Austin, another studio it closed down – as part of its $7 billion acquisition of Bethesda. It then went on to spend a further $69 billion on Activision Blizzard. Microsoft, meanwhile, is worth trillions.
Furthermore, Xbox has decided to follow a business model which sees all of its software given away as part of a relatively low-price subscription, which has failed to substantially grow in recent years. While the manufacturer insists this product is profitable, it’s never been particularly transparent with the numbers in order to prove it’s not being propped up by its parent company’s obscene riches.
All this is to say that, while we’re sure Spencer does have tough job building a sustainable business, it’s unfortunate seeing talented teams like Tango Gameworks shuttered when the firm clearly has unfathomable finances to invest elsewhere. And to be honest, it’s hard to feel too much sympathy for the management when it’s splashing the cash on buying up some of the biggest publishers on the planet.
Of course, we’d be remiss not to acknowledge that all studio closures are disappointing, and there’s been numerous unfortunate losses under the PlayStation umbrella as well. While we understand sometimes games don’t come together or find a substantial audience, the shuttering of divisions like Japan Studio and London Studio still stings.

I suspect this has already been said, but when it comes to studio acquisitions and then shutting them down it seems Microsoft are quickly becoming the new EA.
Who remembers the 'Papa EA' meme...
I can explain it too...
Profit!
Also, how do you decide that games dropping into gamepass day 1 are not successful enough. Surely putting all your 1st party stuff in their day 1 is by definition a loss leader?
Or does Xbox decision making involve eenie meenie miny mo now?
This man makes me sick
More sweet nothings from Uncle Phil. He's a marketing dude making marketing statements so it is to be expected, I guess.
The question is why is his every utterance given the time of day? Perhaps a bit of the cold shoulder treatment might lead to some more substance.
After South of Midnight i fear for Compulsion Games. Same for Ninja Theory
If he was worried about sustainability then he should have ether sold the studio or let them go like they did toys for Bob.
@DonkeyFantasy
I think it highlights how the walls in the console arena breaking down. How gamers have viewed game consoles all these years is changing and platform specific gaming sites, like this one, are beginning to reflect that.
By sustainable he means profit, of which GamePass makes none.
So how he can decide Tango needs to go over others is a joke considering HiFi has been their only good game in a long while.
Uncle Phil strikes again, absolute clown.
@Areus The problem is: You need somebody who wants to buy these studios. The staff members want paychecks every month, and their product is ready in four years (or later). The studio heads usually don’t get the required credits from banks to buy the studios and keep operating them. Therefore, only existing publishers with solid financials can afford them. If Nintendo or Sony or SE or Capcom had directly worked with Tango in the recent past, there could be a chance, but…
@Solingo_Bill Sadly i could see Compulsion closing down the second the game releases, seeing the rumours of how bad their work culture is and the absolute state we happy few launched in does not paint a good picture for their future
@Solingo_Bill Jeez, man, South of Midnight looks fantastic. Let’s not jinx it.
This comes from a man who wouldn't shut up about wanting Japanese games and developers, he finally gets one then shuts it down.
@DonkeyFantasy tbf it has become a Xbox site. Push Square is treating Xbox as a third party studio when they are not. They are using this odd middle ground to basically regurgitate news that has no bearing on Playstation.
@AdamNovice most interesting part of the showcase was the lack of Japanese titles except for Mgs. I wonder if Xbox is now more focused on getting back the American audiences which have shifted to PC/PS/Switch.
The problem is that, the way MS run things, it is extremely difficult to understand what type of benefit some devs give. I mean, how much did this dev contribute to people signing up for Gamepass? Because if MS put the game on Gamepass day 1 this is how they need to be judged, not on profit from game sales, which would have been cut off at the legs by the subscription service. How do MS decide whether their games would bring people on board and so be a net benefit or net loss? The answer is they cannot. There are too many varying factors which influence sub take up.
@somnambulance It was my biggest disappointment yesterday tbh. It looks like a Kena: Bridge of Spirits made in Xbox (i didn't like it too much back then). At best it will be an Hi Fi Rush 2.0: Great game but a flop according to MS.
Besides, the stop motion is so cool but why the gameplay "flows" normally? this choice really is weird, maybe because a stop motion action game is less readable but if it's true than don't use stop motion totally
@The_Great_WmR well i didn't know about their woke culture but the game speak itself
The sheer amount of games announced as GamePass titles on the show was staggering.
Extremely impressive, and great for subscribers, but I can't even fathom how much it must be costing Microsoft.
He said absolutely nothing. How did Tango Gameworks shuttering fit into the narrative of running a sustainable business exactly? Was it due to Sales? But they said it was doing well beyond expectations. Should have been pushed on that but we don’t really have that kind of journalism in the gaming industry i.e. confrontational. Just buzzwords. The more I hear from this guy the more I find a growing disdain.
"I have to run a sustainable business."
TANGO WAS SUCCESSFUL, YOU JACKASS.
Evil within 2 didnt sell,
ghostwire tokyo didnt sell
high fi rush wasnt enough
I'm still waiting for a detailed breakdown from someone at Xbox of how they measure "success" regarding a first or second-party title release on Game Pass. If Hi-Fi Rush surpassed all metrics of success for them and Tango STILL got shut down, how does Xbox define "success" now? Revenue? New Game Pass subscribers? Downloads? Hours played?
Someone at one of these media outlets needs to ask Spencer about it.
"I have to run a sustainable business"
"Proceeds to make a 70B hole on a book that is already bleeding money."
Uncle Phil is dumb.
Removed - trolling/baiting
If you try to run a sustainable business then why you put your games from day 1 on GamePass which definitely not sustainable?
Why you even spent $70 Billion to acquired 3rd party publishers like Bethesda and ACB?
Does Phil even know what he's doing at Xbox?
Phil is full of hyberbole boll0cks!! He says one thing and does another.
@DarthVader42067
Fanboy of what exactly? PlayStation? Oh how laughably wrong you are. 😂😂😂
Gotta love how they shut down one of the few studios that showed they were more than a one trick pony.
@breakneck To my knowledge, all of Tango Gameworks’ games are available on PlayStation. Therefore just because Microsoft bought them then closed them down, news regarding this developer is very much relevant to Push Square.
I wouldn’t report on this story if it was, say, The Coalition or Turn 10, because neither of those teams have anything to do with PlayStation. Hope that helps!
Yeah... i am sure the business was in great risk to not make all the money. That sustainability (for shareholders) battle.
Bollocks. And I would have much preferred they kept Tango Game works than acquiring Activision. The truth is Microsoft like many big companies don't like talented developers who create great games from the perspective of gamers. They want to create games from the perspective of business eyes. Free to Play/pay to win BS and loot boxes is the future of gaming to Ubisoft EA and Microsoft
What would Push Square be without Xbox? What news did they cover? Because clearly PS wouldn't be.
His answer feels like a bunch of hoopla.
The question really is "if Xbox didn't buy out that entire company would tango games still be going?"
Because reality is that company wasn't for sale, it's just they paid a premium to get what they wanted and now Microsoft are impatient and want a return
Can you stop a bit of your Xbox news and post Destiny 2 the final shape review? It is well received by media and players afaik.
Xbox needs to go, Microsoft needs to get out of the console business and become a 3rd party publisher. I'm NOT SAYING that Sony should have no competition (read that last sentence again please) but what I am saying is that ANY possible new competitor to the market would be an improvement and could not do any worse than Xbox has.
Disney also "had to run a sustainable business" in 2003, and the WDAS Florida unit with nothing but three outstanding movies to its name clearly did the least to "sustain it".😒 And if you have to close previously bought studios after spending a small country's budget on another, you may as well invest in the rights to calling your company "Embracer" while at it.
@Solingo_Bill See, I liked what I saw in that trailer a lot and I also like Kena a lot. If the story wasn’t fluff, Kena would’ve been a 9, but it’s an 8 because the story isn’t that interesting. South of Midnight looks like it’ll have the story at least. I actually liked the art style too. I feel like it’s a bit tone deaf, given how much frame rate snobbery has been a thing this generation, but I personally love it.
Lies of p is at it again.🤔wtf.word up son
@Solingo_Bill @somnambulance I think South of Midnight looks fantastic, it's one of my favorites from the show, but I also really enjoyed Kena so there's that. But I also think the stop motion thing looks janky. Instead of slop motion it just looks like poor frame rate. I think they need to do something to make the stop motion either more obvious, or do something to sync it better. It's still in development though so that may be finishing touches that aren't there yet.
@AdamNovice Re him wanting Japanese game studios and then shutting it down, on the green side of the pond there's a lot of debate, and not a unified opinion, but just following it, the patterns on the wall etc, I'm in the camp that believes that after the ABK takeover Phil basically lost control of the company and it's run by MS corporate now. All these decisions seem to be coming from above. Again, it's not a unified opinion, but I personally do believe that's the case. Phil's own pattern changes and contrary statements and general appearance of being held hostage, but also how closely the current positions and patterns tracks with Satya Nadella's historical patterns, corporate direction changes, assassination of consumer product lines. I think Phil specifically did want more Japanese support and did put in a lot of time and rack up a lot of flyer miles working on that, and it was just starting to pay off, and then Hood and Nadella come in and say "nope, close it down, the line on my graph is higher without it." For better or worse, for PS-only players it's likely Nadella they have to thank for getting XB games on PS.
Even Phil talking in circles here about "sustainable business" echoes Sarah Bond's circular talking about that weird "we want to be there for the moments" talk about the future of Xbox a few weeks ago. But what's notable is this weird awkward off topic circular talk isn't limited to Xbox. It's the exact same circular talk MS people have been giving amidst the controversy of Recall on Copilot + Windows (actual spyware), and on their dependence on OpenAI. The circular awkward talking points are now a corporate standard that must be coming from the same department to all divisions. The similarity in behavior between Xbox, and the AI/Windows divisions connects them as marching to the same orders, which is to say, they're not behaving autonomously anymore, and Phil's reduced to being a middle manager at best where big decisions are concerned.
If they make any decision that isn't about maximizing value for the company they can be sued by their share holders.
@DonkeyFantasy you can play every single Tango Game on a PlayStation console
Phil Spencer does an awful lot of whining. He basically just complained that his job is hard. I think it's plainly obvious that he does not have the power in Xbox that he used to. He seemed to hint that the ABK deal was a mistake or that mistakes were made prior to and during the entire process. It seems that once MS was approved to buy ABK for $70 billion, Xbox has a somewhat independent brand ceased to exist and Phil Spencer's role has been greatly diminished.
Sony, EA, Embracer, Ubisoft, Bungie, Epic Games, Niantic, Microsoft. All obscene rich companies that did layoffs last months. Don’t make Phil the bad guy, they all are. Gaming business is more business than pleasure these days.
@Friendly.....you've said it right there. It's a business in the gaming industry. Operates like a business in any sector ie. exists purely to make money, not games
@tangyzesty I agree with this. People lost faith in Xbox and MS isn't capable anymore to fight against Sony. People want a PS5 and if a game comes to Xbox they'll wait on PS5 even after gamepass, cheap console, multiple acquisition, COD D1 Gampass, etc, etc. They simple don't care anymore about the brand, a new competitor should step in.
@get2sammyb Japan Studio, Evolution, Studio Liverpool - those are the closures that still sting AND the ramifications are STILL being felt due to a short-sighted Sony, some over 10 years later.
I wouldn't believe a word out of Phil's lying mouth even if his tongue was notarized!
@NEStalgia Your theory (and others) is certainly a sound one and makes the most sense, especially when I got the impression that Phil wanted all of Bethesda's games to be exclusive originally. You seemed to be more clued up about how Satya Nadella runs things then I do so I trust your word.
As for Phil Spencer, if he really doesn't a final say on what Xbox does now, would he be better just walking away from the job then been a glorified mouthpiece to his bosses?
@AdamNovice Yeah, I've been thinking for a while, after the studio closures and his silence, that he might "retire to spend more time with his family" sometime in the next 6-12 months. He seemed upbeat for the showcase and the IGN interview, but putting on a good face for one day after months of silence definitely isn't his usual style, and talking in circles when they talk about the closures...yeah, he did the talking points about "sustainable business" (whatever that means about closing one tiny studio after ingesting ABK) but also slipped in there the little bit about a decision he doesn't like. I do imagine he's considering walking at this point. Up to now, Xbox was "Microsoft" but kind of operated under the radar, corporate didn't really care what they did, it was barely a line item on the quarterly. After ABK, the investors have their teeth in it, so corporate has their teeth in it.
"sustain a profitable business" translation: We need games we can drown in microtransactions. Hell they should just buy genshins studios then
South of the Midnight looks great so hopefully we can see the balance of games not just live service expected money of flow they expect. I mean buying many studios, cutting some off makes sense. But some people need a good singleplayer game to justify trying Gamepass or caring about an Xbox.
it's clear with buying too many what needs to be maintained/cut off it's a lot to balance of a business I get that but they variety needs to be there of audience appeal to GET people to want to join the service, end it, come back later or see whatever else and move on. If they want that 'one game' it has to be more than live services. It has to be that one game people want to join and move on from and in a good way to recommend to others to play it. Which has been a challenge depending on what the game offers and who steps in to say this would work better to appeal to that audience more or try something different and appeal to them still or another audience.
I expanded genres over time but I still look for aspects in the genres I used to play and do in retro games but don't touch the genre in modern eras because of what they have done with them of the gameplay ideas or worlds lacking aspects I care for. Not because old games did it it's just the ideas were more varied. Not the 10th grappling hook or the 10th Mario/banjo clone, 10th licenses pushed then good event/mode ideas in racing games or other things then just car branding but just something different and compelling just a little bit.
They want users/time spent and money but forget singleplayer games get moved on in that audience no matter the DLC or the updates they move on if they only care about the story. But if looked back on fondly they also have people go back.
There is new people all the time they aren't all multiplayer audiences they want more money coming in but leave the games on the service which is good (as long as they last/don't drop them due to digital future) but not for the studios.
Pushing hardware is fine but I mean that cost how much let alone the hard drive increases that are nice but even still these studios, other factors and 3 more console variations having many moments where money wasn't good for sales of their games yet they get cut off. They need variety.
They have it but the quality and appeal isn't the best because while yes Sony 1st party has always been all over the place I think the audiences are very different. I mean also OG Xbox/360 I care about that type of variety then the game design in Xbox One/Series era here the gameplay isn't for me so I don't care for many if any of those IPs other than collecting what I find.
"It's about the teams" BS. You bled money into an unsustainable subscription service and you're paying for it.
