"I'm encountering an issue with my PS4 where it won't activate as the primary console. Despite trying to activate it with multiple accounts, including creating a new one, the problem persists. I've even updated the firmware, but I keep receiving error code CE-40947-4. It's worth noting that my account works perfectly as a primary on other devices. Unfortunately, the solutions I've found online haven't worked. Any suggestions or advice would be greatly appreciated. Thank you!"

I think you have to go onto the Sony site and unregister all your devices.
Why Sony don't let you unregister just the one device you're having problems with is beyond me!

I had this when I got my latest 7216 Pro which was mint 2nd hand. While it had been reset and updated to the latest firmware, the previous owner hadn't deregistered it as their primary console so unless you know their username and password, you can't deregister it.

I also couldn't register the Pro as my primary console.and so you have to go into the Sony site and unregister all devices - the more you've got, the more of a pain it is to sign back in to them!
I have a PS5, PS4 Pro, PS3 Slim, PS Vita and PSP so it took some time to re-register all those devices!

I believe the Sony site is:

https://my.account.sony.com/central/signin/?ui=pr&respons...

(drop that whole link in a web browser)

It's a bit long-winded but basically:
1) Log in with your PSN email address and password and go through to the 'Security' section. Might get a weird disconnected message getting there, just continue through it.
2) Click on 'Other Settings' down the left hand side (it'll say you're being transferred to another page)
3) Go down to the bottom of the new page and click on 'Device Management' in the left hand column
4) Click the PlayStation Consoles section in the right hand page.
5) You should be able to see all your consoles in there, be they handheld or home.
6) At the bottom, there is a 'Deactivate All Devices' button - this is what you need to press to reset the account settings for ALL your devices, including the PS4's previous owner's.
7) You'll need to sign in again on all your PlayStation devices but you should be able to activate the primary console setting again.

Incidentally, this is the same site you go to if you want to create a PSN login for a PSP, PS3 or Vita.

See how you get on?
